In this presentation, Dr. Jean Pascal Zanders argues how different social and economic trends in the 19th century presaged the coming of chemical warfare, and he lays links to the present where we again see the confluence of many trends resulting in stagnation of disarmament and arms control and rising fears of new armaments competitions.
